Canada is one of the top destinations for Indian students and PR applicants and your IELTS score is often the deciding factor. But Canada doesn't just look at your overall band. IRCC (Immigration, Refugees and Citizenship Canada) converts each skill score into CLB (Canadian Language Benchmark) levels, which directly determine your PR eligibility and CRS (Comprehensive Ranking System) points.
Here's what makes Canada different from other countries: a weak score in just ONE skill can make you ineligible for Express Entry, even if your other three skills are strong. This is why the 8-7-7-7 rule matters for PR applicants.
This guide covers exact IELTS scores for each Canadian pathway: Express Entry PR, study permits, PGWP, and work permits plus the latest 2026 IRCC updates that affect Indian students.
Whether you're targeting Express Entry PR or a Canadian university, IELTS costs ₹19,000 in India. Book through Eduvouchers and pay only ₹18,500.

Key terms explained:
CLB (Canadian Language Benchmark): Canada's English measurement scale used for immigration and work permits
TEER (Training, Education, Experience and Responsibilities): Canada's job skill classification
- TEER 0-1 = managerial and professional roles
- TEER 2-3 = skilled trades and technical roles
- TEER 4-5 = entry-level roles
PGWP (Post-Graduation Work Permit): An open work permit that allows international graduates work in Canada after completing their degree at a Canadian institution
Important:
Canada does not use your IELTS overall band for Express Entry eligibility. IRCC converts each skill into a CLB level separately. You must meet the required CLB level in all four abilities for the program you are applying to.
For Express Entry, IRCC clearly says you must take IELTS General Training. IELTS One Skill Retake is not accepted for Express Entry. If you used OSR to improve one section, that score cannot be submitted.

Why CLB 9 Is the Better Target for Express Entry
CLB 7 makes you eligible for Express Entry. CLB 9 makes you competitive.
CLB 7 is the eligibility floor for the Federal Skilled Worker Program, but CLB 9 is often a stronger target because it can improve your CRS score. IRCC’s CRS table gives higher skill-transferability points when a candidate has CLB 9 or higher in all four first official language abilities.
For example, education plus language can give up to 50 transferability points, and foreign work experience plus language can also give up to 50 transferability points when CLB 9 is achieved with the required education or work experience.
To reach CLB 9 with IELTS General Training, you need:
|
Skill |
IELTS Score |
|
Listening |
8.0 |
|
Reading |
7.0 |
|
Writing |
7.0 |
|
Speaking |
7.0 |
Important: Here, the 8-7-7-7 rule for PR comes. The 8-7-7-7 rule means scoring 8.0 in Listening and 7.0 each in Reading, Writing, and Speaking in IELTS General Training. This score equals CLB 9, which is why many PR applicants target it for Express Entry. It is not a separate IRCC rule, but a simple way to remember the IELTS score needed to reach CLB 9 and improve your CRS potential.
IELTS Requirement for Canada Student Visa
There is no fixed IELTS score for a Canadian study permit. IRCC does not set a common IELTS cut-off for every student. To apply, you mainly need an acceptance letter from a Designated Learning Institution, enough funds for tuition, living costs and return travel, and other required documents. You must also meet health, character, and visa officer requirements.
The IELTS score is usually decided by your university or college, not directly by IRCC. For many undergraduate programs, top Canadian universities such as the University of Toronto, UBC and McGill ask for IELTS Academic 6.5 overall with no band below 6.0. Waterloo lists a higher requirement of IELTS 7.0 overall with at least 6.0 in each component. So, always check the exact program page before booking your test.

Student Direct Stream (SDS) Update
⚠️ Critical Update for Indian Students: The Student Direct Stream, or SDS, ended on November 8, 2024, at 2:00 p.m. ET. The Nigerian Student Express also ended on the same date. This means aspiring Indian students must now apply through the regular study permit stream.
From 2026, Indian students apply through the regular study permit process. Here's what changed:
- Processing time has now increased from previous 4 weeks
- More thorough review of the documents and ties to home country
- IELTS requirements will now be set by the university
- Indian students will now compete in the same pool as international students
2026 Study Permit Updates
From January 1, 2026, master’s and doctoral students enrolled at public DLIs (not private institutions) do not need to submit a PAL or TAL with their study permit application. IRCC also expects to issue up to 408,000 study permits in 2026, which is 7% lower than the 2025 target of 437,000. Source
If your graduate program is a diploma, certificate, or microprogram, or if your institution is a private DLI, you still need a PAL/TAL.
For proof of funds, applicants applying on or after September 1, 2025, must show CAD 22,895 for one person, excluding tuition and transportation, for provinces and territories outside Quebec.

Canada education costs add up fast — tuition, living expenses, travel, and visa fees. Eduvouchers connects Indian students with secured and unsecured education loan options to fund their Canada journey.
Minimum IELTS Score for Canada Work Permit
For work permits, the answer depends on the permit type.
For PGWP, the most common work permit for Indian students after graduation from a Canadian institution, IRCC requires language proof if you apply on or after November 1, 2024. The test must show your ability in reading, writing, listening and speaking, and IRCC says applicants using IELTS should take IELTS General Training.
For PGWP eligibility, bachelor’s, master’s and doctoral degree graduates need CLB 7 in all four language areas. Other college, polytechnic or non-university program graduates need CLB 5 in all four language areas.
|
Work Permit Type |
IELTS Rule |
|
PGWP, bachelor’s/master’s/doctoral degree |
CLB 7 (IELTS General Training 6.0 in each skill) |
|
PGWP, other college/polytechnic/non-university program |
CLB 5 (IELTS General Training L 5.0, R 4.0, W 5.0, S 5.0) |
|
Spousal open work permit |
Eligibility depends on the principal applicant’s study/work category |
|
Employer-specific work permit |
No fixed score; depends on job, employer, and LMIA route |
Note: Spousal open work permit eligibility was restricted from January 21, 2025. Family open work permits for spouses of international students are now limited to:
- Spouses of students in master's programs of 16 months or longer
- Spouses of students in doctoral programs
- Spouses of students in select professional and eligible programs
This means, if your spouse is studying in a 1-year college diploma or undergraduate program, you can no longer get an open work permit based on their student status. Only longer graduate programs now qualify.
IELTS Score Validity for Canada Applicants
IELTS scores are generally considered valid for two years. IELTS.org says organisations may choose their own acceptance policy, so applicants should confirm with the exact immigration authority, university or employer. For Express Entry, IELTS test results must be less than two years old when you complete your Express Entry profile and when you submit your permanent residence application.
What this means in practice: If you take IELTS on June 1, 2026, your score expires May 31, 2028. You must complete your Express Entry profile AND receive and submit your PR application before May 31, 2028. If your PR application takes longer than expected and your score expires mid-process, you may need to retake IELTS before submitting.
Now that you know your target score, book your IELTS exam before your application window closes. IELTS costs ₹19,000 in India — book through Eduvouchers and pay only ₹18,500.

Conclusion
Canada evaluates each IELTS skill separately, not your overall band. A weak score in just one section can make you ineligible for Express Entry, PGWP, or your chosen university program. This is what makes Canada different from most other destinations.
For PR, don't just aim for CLB 7 eligibility, target CLB 9 (the 8-7-7-7 rule: Listening 8.0, Reading 7.0, Writing 7.0, Speaking 7.0). The difference is 56 CRS points, which can determine whether you receive an Invitation to Apply or keep waiting.
Book your IELTS early, target the right test type (General Training for PR and PGWP, Academic for universities), and give yourself enough time for a retake if needed.
